Help with & sign

Does anyone know if this is an abbreviated & (and) sign?

It's from Ju Kniepps Elegant alpha - beautiful alpha! and if it is where would you place it to be on a line? on the curve bit looks like c?

I think it looks like the ç, (c with the , under it. Like the word François.
I don't see it as &.

that's what I thought but why would she include only the one French character?

That looks like a C and a 5 attached to each other, but I googled it and can't find any explanation for it. I wonder if it is a personal logo.

I'm sure it is the c with cedilla (ç) as Yvonna said. (In windows look in your character map in a font like Times New Roman). It is used in Portuguese also. As to why that and no other special characters, well I guess you have to ask her.
