Hi Michele, the file could be corrupt which sometimes happens.
I did google it and didn't find much except for a similar problem with PS...... the advice would certainly apply to PSE as well so have a read.

In your File Explorer I would
copy that file into another folder and try renaming it there so the original hasn't been touched. Once renamed try opening it in PSE, if it works, move the corrected png file back to the original location and get rid of the old one. If the renaming doesn't work then check with the designer (if it is an element from a kit) to see if they can supply you with a new one. Sometimes there can be glitches when saving files and it could be the case with yours.
