I poked around the shop and I am not seeing anything.

Unfortunately, I don’t know of any watercolor actions from designers. DesignCuts had a big selection, but they went out of business last year.
You might try Creative Market — I’m sure they have some (or Google “watercolor actions for Photoshop elements”) — just be sure to read the descriptions carefully because most are made specifically for Photoshop and may not work in PSE.

I think Leah "Mommyish" might? For sure Creative Market has them, but not sure if they will work for PSE. Going go check on Leah, she isn't here, unfortunately, I will PM you if the link if I find it 
Edited: Mommish does have an action, but it is using a white overlay to acheive the effect and doesn't create any transparent effect. I will PM you the link, just in case it is maybe what you are wanting. And Leah has PSE and CS listed for it working in
