There are no special techniques here. After selecting the background, I selected the mask and applied the photo, added two skyline overlays behind the mask and lined them up with the photo, added the 3 brushes behind the mask, then added the word art in Pin Light blending mode and the title.

The background is light colored paper paired with a flowered patterned paper to which I added a layer mask and then used a black to transparent gradient on the mask.
