There are no special techniques here. After selecting the background, I selected the mask and applied the photo, added two skyline overlays behind the mask and lined them up with the photo, added the 3 brushes behind the mask, then added the word art in Pin Light blending mode and the title.

Created for October Art Journal Challenge Week 3. The background is light colored paper paired with a flowered patterned paper to which I added a layer mask and then used a black to transparent gradient on the mask.
