No idea what your problem might be, sorry, but thought I'd mention how I do it so you can compare the dialogue. I use PSE 13 and "save to web". Because it's a 12x12 and the dialogue shows image size as 3600 x 3600 pixels which is too big I change it down to 600x 600 and save. I usually...
