I've learned a few tricks
I must have modified something when I SAVE to upload ... my pages are no longer crisp .... they are fuzzy or look like I may have applied a filter to them ...

i usually save them to my disk as a GIF then upload ...its worked for me in the past but something has changed

does anyone have any idea what i may have done ?? differently ??

oh i don't know i always save them as jpeg, but i can't help you with technical issues. Hope someone else can.

No idea what your problem might be, sorry, but thought I'd mention how I do it so you can compare the dialogue.

I use PSE 13 and "save to web". Because it's a 12x12 and the dialogue shows image size as 3600 x 3600 pixels which is too big I change it down to 600x 600 and save. I usually always save as jpeg too but have saved as a gif accidentally without a problem when a setting was changed without my noticing.

I don't flatten or sharpen or doing anything except save my layered .psd document to the web.

I always seem to be in a hurry and this is the simplest method for me.

I use an action for resize and sharpening, there are lots of actions available if you google it. Also free ones. And then save for web at 250 kb, 600 pixels wide.

When i want to just save for web on my full size psd, photoshop usually says it is to large for save for web.

Perhaps you have changed the settings on your layout from 300 dpi to 72 dpi when you start to work on your page? That would make everything less sharp when you go to resize and save.
