OK, so this is a tongue in cheek approach to the color challenge - I did use all the colors! And I did have a lot of fun with this challenge.
I started with a plain b/g and added a black-to-gray gradient. Added photos without any frames, just to get the arrangement on the page. Note many photos just have a Stroke and Drop Shadow added. I was going to do this for all the photos then bagged most of the idea.
I took inspiration from this page by isDK.
I used frames from FotoInspired and MultiMedia Patriarch, changing the frame colors as necessary to match the challenge colors.
Added new Wall Textures and Graffiti in the background and plenty of embellishments.
