This was the most time I have spent on a page *after* I was all done with it
My first step was to create a new layer and filled it with Grey. I used the dodge and burn tools to add some texture to the background and lightened a bit of my dog's face
Then I applied Photo Filter> Blue to that layer. To add some depth and texture I made three new layers for brushwork.
I wanted an even grungier look so I duplicated the main image layer and set the Blending Mode to Darker Color and used a layer mask to keep the face light. last I added a few bokehs around the page.
