I’m not an expert at all but here are some ideas for free tools — there are always some sort of limitations (such as how much free use you get in a period of time) but you’ll want to start playing with something free. Learning how to “prompt” is as much of an art as learning to use Photoshop/Elements or learning to draw, so be patient and experiment. Your best bet is to search YouTube once you decide which tools you want to play with hot as you are experimenting) because not all generators have the same prompting language, although they are usually similar. And you can also search for “best AI art generator for creating ……” (fill in the blank).
I use Midjourney and Artistly, both of which do not have free versions. I haven’t used free AI in some time, so things may have changed, but this list should help you get started. Have fun - it’s addicting!

If you want fast & pretty art — go for Dream AI or Canva AI.
For soft ideas and exploring for personal use — try Bing Image Creator.
If you just want to experiment and have fun, try NightCafe
As to PSE, I’m pretty sure you won’t be able to create much art from scratch using its AI - it’s mostly focused on photo editing and enhancing.
