Question on Artsy composition technique 1

I know this is old but just getting to them. I am confused on the first step.

I am using elements and says to go to Filter/ Sharpen Filter Does elements have this or only Photoshp

Elements has Sharpen under the Enhance tab if I remember correctly, its not found in the filters like Photoshop
