certainly... after you applied the filter Gaussian blare the inversion of the selection and inversion of the filter effect ( Commnand/ctrl + I ) will bring directly and as a surprise the velvet effect of the border of your image. The shadows will depend on the color background present in your photo as it is related to the blending mode color dodge. I think you should try out and see how it works. BTW if your image was extracted then the effect of shadow and velvet will be on the border of the image instead a rectangular border or what ever may have been the shape of your image. let me know your results and if any other question.
