I wanted to make sure that I used a photo that seems to have a natural sense of motion in it so this one of my nephew driver a mower was perfect. I know that he was not going fast in real life, but the Motion Blur sure makes it look like he is!

I used PS CS5 so I was able to convert my photo to Smart Object by Right Clicking on the Layer Box. I set the Motion Blur to a distance of 45 pixels. To better match the downward slope, I changed the angle to -8*. I clicked on the layer mask and brushed his face, body and some of the tractor to remove that blur.
I added motion blur to the bee, then duplicated that layer, reduced opacity/fill and the angle on the new layer.
