Process

Using an artsy paper I added a levels adjustment layer and lighten the paper slightly.

my extracted policeman was placed to the left of centre and an artsy transfer put underneath.

Layers of Artsy Transfers were added to build up the layout.

Newsprint brushes were stamped then a cluster of embellishments added along with a small extracted policeman ontop of more newsprint.

I also added just the head of the policeman with a linear burn blending mode applied with more newsprint blended ontop.

Finally I added WordART
