I gave the photo some color adjustments with the Curves Adjustmentlayers. In a new document I clipped 3 copies of the photo to the FotoBlendz Overlays and the FotoInspired Mask. I used some blendmodes to get the color and light effects that I wanted. I made the frame from a square selection filled with 25 white pixels. I gave it some dropshadow. I placed the Background paper. I placed all the transfers and brushes. (under and over the photo layers) I made a silhouette from the photo and clipped a solid paper to it. I placed the balloon and the number brush and I typed the text.
I did some sharpening after the merging of the layers.
