Hibiya Park was formerly a drilling area for Japans military. When the military decided to relocate architect, Honda Seioku designed the first western-themed park in Japan. It opened in 1903 covering an area of 40 acres. The park is the home to Risky Ginkgo, a ginkgo tree that is about 500 years old. The architect almost lost his job when he fought to save the tree. In 1905 the park was the origin of the Hibiya Riot protesting the Treaty of Portsmouth.
The Pelican Fountain is one of the many symbols of Hibiya Park and is located on the north side of the Western-style flower bed with geometric patterns. It is called the First Flower Garden and has existed since the park opened in 1903.
