edited to add my process:
(I used PSP for this so I don't know if you can use this?)

I've first changed the photo
-> effects -> photo effects -> black and white film -> brightness at 0 and clarify at 0

-> effects -> edge effects -> high pass -> radius at 50 (no desaturate)

-> effects -> artistic effects -> posterize -> levels at 7

then I place the photo on a paper and play with the blending mode, this time I used soft light
after that I added different elements
