I've been going through old photos, and came across these of my younger son at the fair. He was so excited to win a Spiderman and Spiro!

I pulled elements such as Urban Stitches, Art Strokes, Paint Strokes, Bokeh Overlay, and a Frame (recolored) from various templates and kits.

I created a dotted circle with the ellipse tool to "frame" the ferris wheel, and turned the "3 for $5" sign into an element.

The title font is Tamoro Script, which I fattened, then added a white stroke to. I finished with a drop shadow and an outer glow.
