Process:
Choose an artsy paper. (I rotated it with 90 degree CCW) Put your photo twice. Change the layer style of the bottom to screen and the top to linear light. Group these photos and use a layer mask with more brushes to blend them. Use some overlays and artsy strokes (I changed layer style and inverted more of them) Use a 3D element with shadows and a WA. Finally use an overlay around your page.
