I made the photo sharper and added more saturation to it. In a new document I clipped it to a MultiLayered FotoBlendz. I clipped more copies of the photo but with Gaussian blur on it. I played around until I got an interesting design. I used a layermask to blend parts of the blur in. I placed the background layer and the frame. The frame came under the photolayer. I placed all the transfers and brushes some a bit recolored or duplicated for some more color. I placed the elements and the WordArt. I placed some glows from MM Leaves No. 6.
I merged the layers and did a bit of sharpening on some parts of the layout.
