I used Artistic filters on the photo also from Topaz Impression.
In a new document I clipped the photo to a Hipster Plume FotoBlendz. I placed the backgroundpaper. I added all the brushes and transfers. the came under and over the photo. I placed the wordart and the loops, and some elements. I placed the stitched frame and colored it white. I typed the title with the Broadway font and colored it.
I merged the layers. I did a bit of sharpening.
