Process:
I started Artsy_LayeredTemplate No286. I added a big photo of which I made 3 copies. I've added the Layer-Create Clipping Mask.
I added ArtPlay Palette Milieu 1 to the background paper.
On the template I removed some layers (transfer, splatter, arstroke).
Instead, I placed some transfers from ArtPlay Palette Milieu.
To the left, I made an ornament (flower, leaf, ribbon, WA) from the ArtPlay Palette Milieu set. From Milieu WordART Mix1 I put overlay and word art (Layer Style: shading, gradient) on the screen.
Finally, I added the city name.
