I cropped the photo and gave it a bit more saturation.
In a new document I placed the photo and I made a frame out of a square filled with 30 white pixels. I gave it a shadow. I placed the background paper from ArtPlay Palette Explore. I played with the brushes under the photo and copied them and rotated them. I colored them with colors from the photo. I placed the handprint brush. I placed the WordArt and typed the text.
I merged the layers and did some sharpening.
