Process
Photo was duplicated and the pixelate filter was applied to the top copy and it's blend mode set to Lighten. The next step was to apply a gradient adjustment layer and clip that to the photo. The resulting layers were merged and the result placed on a new document.
A mask was created using a brush from APP Beach and the image clipped to this mask, the mask's blend mode was set to Darker Color. Transfers and glows were placed behind the photo. frame and 3-D elements added. An edge overlay was used and a Gradient adjustment layer was used to color it.
