I made the photo Black and White and used the Poster Edges Filter from the Artistic filters in Photoshop on it. With the Curves Adjustmentlayer I gave the photo very much contrast by pulling the light slider up and the dark slider down. (Creating an S curve)
In a new document I placed the photo. I started layering the transfers and brushes from APP Blossom under and over the photo. I used different Blendmodes. I placed some brushes from Flowers No 1 and gave them multiple colors from the transfers I used. Some were blended in with a different Blendmode. I placed the WordArt from the APP and I clipped a transfer to it. I duplicated this WA and set it to multiply on 30% opacity.I placed some strokes to get some more movement.
I merged the layers and did some sharpening and Dodge and Burn work.
