I made the photo looking like a cartoon with the Artistic filters in Photoshop. (The textures that came over it gave it also a painterly look)
In a new document I placed the backgroundpaper. I placed the photo and clipped it to a Snowy Fotoblendz. I layered all the Artsy Transfers and brushes, under and above the photo. I placed the frame and I used a layermask to create the Out Of Bounds framing. I placed the Trees No. 2 brushes. Some colored to white and some colored to blue. I placed some more Artsy transfers and some artstrokes to create some movement. I placed the Evergreen Edge Overlays and colored them blue. I placed the WordArt and gave them multiple blue tones. I merged the layers and I did some sharpening and Dodge and Burn work.
