I made a night version of my photo and played with the Artistic filters in Photoshop, I used several filters on the photo and blended them together in different blendingmodes with the help of layermasks.
I kept a version for the background. Made a PNG of it and colored it light blue.
In a new document I clipped the photo to a Textured FotoBlendz.
I framed the photo.
I placed the backgroundpaper and the PNG of my photo.
I used a very heavy motion blur on a duplicate of my photo for some light accents!
I clipped the photo on a brush for some reflection in the water under the photo.
I placed the strokes.
I clipped the photo also on a WordArt and placed it on the frame.
I placed the title WordArt (did some recoloring)
I merged the layers and sharpened the page a little.
