I started with the solid paper, and then added the photo, which was clipped to a brush, and the opacity and blend mode altered. The texture underneath was added and a copy of the photo was clipped to a second brush under the main photo. the opacity and blending modes were then adjusted. finally the frame was placed and the other elements added.
