Inspiration - The soft colors of this Palette reminded me of a sunrise.
Start - New Document.
Paper - I added Solid Paper 5 above the background layer
Fotomask- Added Memory Keeper Mask (Kim Brodelet) to my page, set the Blend Mode to Burn, and clipped the photo to the mask layer using Layer>Create Clipping Mask.
Overlay - Used Overlay 3 at the top of the page to give a cloud and sky look.
Elements -I liked MultiMedia Hearts 3.5 so they lined up under my title
Artsy Transfers - I choose ArtsyTransfer 4 to give some texture to the page.
Title - Used the WordArt Meant to Be for the title.
Brush -used Brush 7 in pink to add a little more texture.

Simply beautiful. My dad used to call the colors in the AZ skies, sky-blue pink, your lovely art reminds me of this.
