It made me head straight to the shop to get Anna's Vitality Fotoblendz! The background is from Anna's ArtPlay Palette Family.

Font is Before the Rain. I duplicated the photo, applied a gaussian blur and used some blending modes with the title to get the matching gradient.

I tried a number of brushes and a few embellishments, but found they all distracted from the photo and chose to leave it stand on its own with that great mask!
