Process:
I started with a mix of masks from FotoInspired Templates. Clipped photo to the framed mask and papers to the others. I added a decorative frame to the top right section. I linked all layers and reduced size, keeping them centered on the page. I added the dark blue background paper behind layers, reduced its size, and added an inner shadow from Photoshop Elements Styles options. Then I placed the background paper below all layers. I added a stain transfer to the bottom left. Next I clipped paper textures to the photo, top right section, and bottom left section. I finished with elements and text.
