I scrap 8.5 x 11 and print them on my own printer, then put the pages in clear 3-ring protectors. I put them in nice 3-ring binders (from Staples). I used to use Persnickety Prints, which I loved, but I found a printer (Epson ET-2550) that uses "wells" of ink (comes in bottles) instead of cartridges, so the ink is MUCH less expensive, and lasts W A Y longer! I buy my photo paper from Red River Paper (online), and the page protectors from Costco. The only issue I had to overcome is that this printer will not bleed (print to the edge). I have to allow for a shy 1/4" white border around each page. Not my first choice, but I'm willing to live with it.
