I started out with Vicki Robinson's Layered QP 20 as a base but by the time I finished it's really hard to tell that! Except for the OOB, everything here is straight forward, just play!

The title actually extends to the 2nd page, the people are on the family pages, white is the gesso and the paper strips

Background is a masked copy of page 15 over solid paper 03 in Soft Light mode over paper 17. After getting the paper right so it matched the left page at the center I simply added photos and elements, playing with the layer order to get the right look.

This is really a very straight forward LO. The only special technique as clipping paper 17 to Gesso 3 to get the desired effect. The remainder is simply playing with the pieces to get them feeling right.
