I chose my photo first and clipped it to a FotoBlendz. I duplicated it and clipped that to the photo below. I used Filter>Stylize>Find Edges on the top photo layer and set the blending mode to Color Dodge. I then chose my paper running through various colours before I settled on a pale blue one. I framed the photo and locked all the layers from frame to FotoBlendz so I could move them around if needed, then I started to play with various transfers and brushes. For the multicoloured splashes I locked the pixels of the transfer layer and painted with a brush then used hue/saturation and loved the effect. With the WordART I recoloured with a Colour Overlay then I duplicated it and added a Stroke to the bottom layer. There might be an easier way to do this but I find if a Colour Overlay is used you cant stroke it in the normal way. The stitching under the WordART was once again coloured with Colour Overlay and I used blending mode Color Burn. A few more splashes here and there and I was finished.
The pink and blue in the photo and blended text underneath look so very feminine. I'm sure the girls are coming over for a tea party. Beautiful page!

oh I just adore this! such a wonderful sketch and it feels like the colors leaked out onto the page in pretty watercolor splotches. I'll have to study further how you did this...it's wonderful!
