Spats
I had such style as a child, fur coat AND spats... 
I started with one of the artsy papers as a foundation then layered on top the photograph clipped to a fotoblendz. The photograph is as you see it - the top of my head is cut off so I used an old square fotoblendz as the mask to just go with the cut rather than try and disguise it. The layer is duplicated with the top layer on vivid light 40%. I used the pen tool to extract a couple of the leaves from the papers and then created drop shadows by duplicating the extractions, positioning below the original > changing hue and saturation slider to dark > edit, transform, distort > Gaussion blur > change opacity. I clipped another artsy paper to the paper banner, added black stitching then used the circle selection tool to copy some of the circles and scatter over the paper. Lastly is the word art on Overlay mode and a MM leaf embellishment.
