I created the torn paper look using the lasso tool to outline the area of the paper I wanted to keep. I then used Control + J to copy out the portion I wanted to keep for the layout. I then used the Smudge Tool around the out edge of the entire paper. I then used the same tool to go up and down different areas of the paper.
