I gave the photo a color correction to fit the colors on the page.
In a new document I clipped the photo to a FotoBlendz Overlay. I placed the backgroundpaper. I placed the frame and placed another one in grey under the photo and reduced the opacity. I placed all the brushes and the transfers. I placed the elements and the WordArt. I placed the UrbanStitchez Korners I placed the balloonoverlay twice. One came over the backgroundpaper and one resized under the frame. I gave that layer a white outline and a bevel and a shadow.
I merged the layers and did a little bit of sharpening. I gave the page a bit of vibrance and a warm photofilter of 7%.
