Process...
The backround solid was darkened a little with a hue/saturation adjustment. I added the confetti then "drew lines" using the line tool. Using the marquee tool I created a small circle on a new layer that was the size of the confetti. I masked the photo layer then using the circle shape, I "punched" holes in the photo. I saved one of the holes and placed it on top of the photo with a drop shadow. I added the tie, buttons, title and journaling and it was done.
