I extracted the lady from the photo. I gave her a blue color from the cyano type color in Topaz Black & White (Plugin) I used some Filters from Topaz Impressions and the Artistic Filters in Photoshop on it.
In a new document I placed the edited photo. I placed the WatercolorFlowers and colored them. I started playing with all the Artsy transfers. I placed them in different Blendmodes and changed some colors. I tried to follow the lines of my photo here. Having an extra eye on creating some nice textures. I copied some transfers to enhance the effect too! I placed some ArtsyStains too!
I merged the layers and did a poster Edges Filter from the Artistic Filter gallery on the photo to get more grunge and texture. I Painted the effect in with a layermask because it was to strong on some parts! I placed the wordart and text.
I merged the layers again and changed the colors in a bit different color tone with a Hue/Saturation Adjustment Layer.
