I made the photo black and white. I played with the Artistic Filters (Dry Brush and Poster Edges) on it and used the History brush to get this rainy and wet effect. I did a Color Range selection on the dark colors and clipped a paper from the APP to it.
In a new document I clipped the photo to a brush from the APP Inclement. I placed a paper from the APP over it and blended it in. I added the brushes and the transfers. I placed the elements from the MM Rain. I placed the wordart from WoodWords No. 7. I placed a LightLeak and blended it in.
I merged the layers and did some sharpening and Dodge and Burn work. I placed a stroke of 15 pixels with a color from the layout around the page.
