I used some Artistic filters from the Filter gallery in photoshop on the photo (Cutout and Dry Brush)
In a new document I clipped the photo to A brush and a copy of the photo to a splatter, The splatter was set to another Blendmode to lighten it up. I placed the frame. I placed the backgroundpaper. I placed all the transfers and brushes.( Some were colored) I clipped a copy of the photo to a brush and enlarged it a little. I placed the elements and the WordArt. I colored the tape with Color Overlay. I placed some strokes.
I merged the layers and did some sharpening.
