I made the photo a bit sharper.
In a new document I clipped the photo and a copy of the photo to a Foto n Frame Blendz and a MultiLayered FotoBlendz No 8. I reduced the opacity of the second photolayer. I placed a frame. I placed the background paper and the transfers and brushes. I enhanced the colors a bit by making a new layer above them and brushed just a little extra color in! I placed all the elements and the WordArt. I colored a MultiLayered FotoBlendz and placed it above the background paper for a subtle grounding and color accent. I extracted a little part of the windmill to extend it over the frame. I colored two words of the WordArt in.
