There are many different ways to turn a photo into a watercolor. I used this proceed on my photos (in Photoshop):
Selected the photo, duplicated it. Than select the basic photo, go to Filter/Gallery/Artistic/Cotout and used this settings: 5, 1, 2.
Now, select the copied layer of photo, and go to Filter/Gallery/Artistic/Watercolor and used this settings: 12, 0, 3. Blending mode: Screen but you can play with it on your photo.
Merge these layers.

Now I maked my page:
Opened the Solid paper from the APP Jollification, and took the "painted" photo. Set the blend to Color Burn.
Masked it with the brush of APP L'Amour.
Placed on above on this layer Overlays, and Transfers from the APP L'Amour, and where was necessery, I masked them.
Added white button from the APP Jollification.
Taked the edge from the Artist Edge Overlay No.7 recolor white.
Add the name of the city: Ljubljana.
