I made a watercolor painting of the photo. (I used a plugin from Jixi Pix called aquarella) I also gave the colors more saturation with the Hue Saturation Adjustmentlayers.
In a new document I clipped the photo to an Abstract FotoBlendz. I placed the backgroundpaper. I placed a lot of transfers and brushes under and over the photo in different Blendmodes. I placed the frame and duplicated it for a stronger effect. I used the glow from the transfers on a few more spots in the layout, playing with light and dark. I blended a part of the bucket in over the frame with a Layermask. I placed the elements and the WordArt.
I merged the layers and did some sharpening. I placed a green stroke of 20px from the center out around the page.
