I clipped the photo and a copy of the photo to 2 MultiLayered FotoBlendz. The top one was set to Overlay Blendmode. I also clipped a copy of the photo on a transfer to get that grungy look on it. I placed the background paper. I added all the brushes and the transfers some came also over the photo layers. I extracted some buildings from the photo and gave them a blue color. Some transfers with color were placed on top of it. I placed the frame and the elements and the WordArts. I decided to blend another part of the original photo in. I typed the text with the Kalinga font. I placed the birds brushes from Take Flight.
I merged the layers and did some sharpening and Dodge and Burn work.
