I started by making a sheet of the WatercolorART {No4} I colored each of them by clipping the art & journal Paperset to them and merged them all into one file, so I got a big splash of colored watercolorbrushes.
I opened my photo in a new document, and I made Color Range selections (under Select) on several layers to clip my watercolor sheet to. I also inverted some selections to get the result that I was after. I extracted the girl so I could place a background.
I did an artsy treatment with the Photoshop Filters on another photo and I blended that in over the photo as a double exposure. I used a layermask to blend it in.
I added all the Artsy Bits & Pieces and the Word Arts and the Magic Textures for some more color accents.
I merged the layers and did a bit of sharpening.
