I made my photo Black and White, and did some sketch and painting treatment on it with Artistic filters and Topaz Impression.
I placed the photo in a new document.
I placed the background.
I placed the transfers and brushes and the frames and elements and WordArt.
I merged the layers.
I sharpened the page and did some Dodge and Burn work.
