Playing around a little with Anna's brushes and the embossing tool. I also used pieces of these http://www.oscraps.com/shop/ArtStroke-Frames-No.-1.html .psd files.

I layered a bunch of brushes that had dots. I recolored all of the layers and changed some of the blending modes so there was transparency. I also added some of the artstrokes as top layers.
