METHOD:
I added the photo (with changes) and then the frame and shadow (3 drop shadow layer styles on this). I added the BG paper and some transfers. Added the fabulous MM Rain, then a Light Leak (thanks Anna for making a number 3!) and added the word. There's a paper included in the APP with clouds. I played around with it and ended up rotating it slightly and erasing the rest of the paper. As a final touch, I added the "rain" which was on of the MM Rain files but I erased everything but the rain and filled the gaps in with the clone tool. Then duplicated it.
