The Process
I extracted my photo. Because it's an old photo and beginning to fade, I increased the saturation, duplicated it, changing the blending mode to hard light, duplicated it again and used the artistic filter poster edged and changed that layer to hard light also for more color and definition. Then I merged the layers together and duplicated the photo 2 more times, decreasing the size and fading it out with a large soft brush at a reduced opacity. Using the lasso tool I connected the 5 points, chose stroke (5 px) and changed the color to blue. I then created a circle with cross bars and duplicated that 4 more times. Elements, word art, brushes were added to complete the page.
