Process
Placed background, clipped large photo to brush mask from Getaway palette. Added small photo and frame.Put a transfer repeated 3 times below large photo and embellished small photo with elements from the Getaway palette and Urban Threadz.
Used the Filter - Render - Clouds on a new layer just above the background layer and then masked off bottom and portions of top to create "sky".
Added Getaway WordArt recolored white and Artsy Frame enlarged to fit and used Soft Light blend mode.
